The justice department, which was Bill Gates' main counterpart with Bush's arrival at the presidential poll, had found a mediated agreement, withdrawing from the legal dispute and leaving some states to carry on the case. Judge Kollar Kotelly who was tasked with examining the demands of the states had in fact rejected any claim to increase the sentence compared to that agreed between Microsoft and the justice department. It is precisely this ruling that the Massachusetts, West Virginia and the two associations will appeal to.
